Blanchard, who was speaking at a contract signing held on Wednesday 20 December 2017, stated that past weather events have shown the country’s vulnerability. “The lessons from past weather events, including Hurricane Maria have shown that we must focus on building a more climate resilient Dominica. Recent weather events have highlighted the vulnerability of several areas across our beautiful island, and all of us are aware that the community of Layou is certainly one of them largely due to its close proximity to the Layou River and to the sea. It is with this in mind that this proactive government identified and began design work on a number of infrastructure projects aimed at safeguarding life and property in the community of Layou,” Blanchard explained. Work on the highway and river defense has begun and will intensify in the coming year. “A few months ago in June, the Government of Dominica and Offshore Civil and Marine Inc. signed a contract totaling 5.8 million dollars for the rehabilitation of the highway and construction of river defense north west of the Hillsborough Bridge. Work was first delayed due to the unavailability of material in the region then by the passage of Hurricane Maria. I am pleased to announce however that work has started earlier this week and will intensify in 2018,” Blanchard added. She noted that the government has many projects in the pipelines as they work towards their vision of a climate resilient nation. “Some of the projects in the pipelines to achieve this include the reconstruction of the York Valley Bridge which was damaged in 2011. The Government of the People’s Republic of China once again showed their genuine friendship for the people of Dominica with the commitment to replace that bridge at no cost to us. This project is nearing completion but was delayed by Hurricane Maria. Discussions are ongoing between the Government of Dominica and the People’s Republic of China so that work can resume shortly,” she said.
